Creates a Board with 12 members. Four are chosen by the Labor Advisory Committee. Two are picked by the Speaker of the House after talking with the House Ways and Means chair. Two are picked by the Senate president pro tempore from people suggested by the Senate majority leader and after talking with the Senate Finance chair. Two are picked by the House minority leader after talking with the Ways and Means ranking member. Two are picked by the Senate president pro tempore from people suggested by the Senate minority leader and after talking with the Finance ranking member. Members serve 6-year terms. If, at the end of the six-year period that starts when the last member was appointed, the Board finds Mexico is not fully meeting its labor obligations, a majority may extend the Board for 4 more years. Then a new Board will be appointed the same way and will serve a single 4-year term.
