The EPA Administrator must work with eligible public entities to plan, design, build, operate, and maintain high‑priority treatment systems in the covered area to treat wastewater (including stormwater), nonpoint pollution, and problems from international transboundary water flows that begin in Mexico. Not later than 1 year after January 29, 2020, and annually thereafter, the Administrator must send a report to Congress on these activities. Covered area — the part of the Tijuana River watershed in the United States. Eligible public entities — certain federal agencies, the State of California, and local governments, tribes, regional water boards, or public wastewater utilities with jurisdiction there. Treatment works — has the meaning given in section 1292 of title 33.
