Title 19 › Chapter CHAPTER 1A— - FOREIGN TRADE ZONES › § 81f
To apply to create a zone, the application must give key details. It must say exactly where the zone will be (land, water, or both), how it will be separated from customs territory, why the site is suitable, and whether it can be expanded. It must describe planned and existing facilities, include basic plans and cost estimates, state when work will start and finish, explain how it will be paid for, and give any other information the Board asks for. The Board can allow changes to an application. Any request to expand an existing zone must be filed and approved the same way as the first application.
