The zone operator can let other people, companies, or groups build buildings inside the zone if the Board agrees and the operator uses fair, uniform rules. Those permits do not give the builder a permanent legal right against the United States, cannot stop the U.S. from regulating or revoking the grant, and do not create goodwill compensation if the U.S. or the operator later takes the property. Permits also must not conflict with the zone’s public-use rules in this chapter.
