§1 REFERENCES IN LAW TO COMMITTEES OF THE HOUSE OF REPRESENTATIVES.

Summary

If a law was passed before January 4, 1995 and it mentions an old House committee name, read that old name as referring to the committee that later handled the same work or had the new name. For example, references to the old Armed Services committee point to what was called the Committee on National Security (and later returned to Armed Services); the old Banking, Finance and Urban Affairs committee points to the later Banking and Financial Services (now Financial Services) committee; Education and Labor points to the committee later called Economic and Educational Opportunities (and later known by other education-related names); Energy and Commerce, Foreign Affairs, Government Operations, House Administration, Natural Resources, Public Works and Transportation, and Science, Space, and Technology are all to be read as pointing to the later committees that took over their duties or names. Some older committee names are treated differently depending on the topic. References to the District of Columbia committee or the Post Office and Civil Service committee go to the Government Reform and Oversight committee (now Oversight and Accountability), except that matters about the House’s franking (mailing) commission go to House Administration. The old Merchant Marine and Fisheries committee is split by subject: seafood inspection goes to Agriculture; interoceanic canals, merchant marine academies, and security issues go to Armed Services; fisheries, wildlife, international fishing agreements, coastal and ocean affairs (except oil and water pollution) go to Natural Resources; marine research goes to Science; and other merchant marine matters go to Transportation and Infrastructure. Also, some Energy and Commerce references move by topic (seafood inspection to Agriculture; bank capital-markets matters to Banking and Financial Services/Financial Services; railroad matters to Transportation and Infrastructure), and Government Operations references about special budget controls go to the Budget committee.
