Summary

Creates the John C. Stennis Center for Public Service Training and Development inside the legislative branch. A seven-member Board of Trustees will run it: two members picked by the Senate majority leader, one by the Senate minority leader, two by the Speaker of the House, one by the House minority leader, plus the Center’s Executive Director who is automatically a board member. Appointed board members normally serve six-year terms. The first three Senate appointees will be assigned by the Senate majority leader to terms of 2, 4, and 6 years. The first three House appointees will be assigned by the Speaker to terms of 2, 4, and 6 years. If someone leaves early, their replacement serves the rest of that term and is chosen the same way. Board members (except the Executive Director) do not get pay but can be repaid for travel, lodging, and necessary expenses. The Center will be located at or near Starkville, Mississippi, where Mississippi State University is.

(a)There is established in the legislative branch of the Government a center to be known as the “John C. Stennis Center for Public Service Training and Development”.
(b)The Center shall be subject to the supervision and direction of a Board of Trustees. The Board shall be composed of seven members, as follows:
(1)Two members to be appointed by the majority leader of the Senate.
(2)One member to be appointed by the minority leader of the Senate.
(3)Two members to be appointed by the Speaker of the House of Representatives.
(4)One member to be appointed by the minority leader of the House of Representatives.
(5)The Executive Director of the Center, who shall serve as an ex officio member of the Board.
(c)The term of office of each member of the Board appointed under paragraphs (1), (2), (3), and (4) of subsection (b) shall be six years, except that—
(1)the members first appointed under paragraphs (1) and (2) shall serve, as designated by the majority leader of the Senate, one for a term of two years, one for a term of four years, and one for a term of six years;
(2)the members first appointed under paragraphs (3) and (4) shall serve, as designated by the Speaker of the House of Representatives, one for a term of two years, one for a term of four years, and one for a term of six years; and
(3)a member appointed to fill a vacancy shall serve for the remainder of the term for which his predecessor was appointed and shall be appointed in the same manner as the original appointment for that vacancy was made.
(d)Members of the Board (other than the Executive Director) shall serve without pay, but shall be entitled to reimbursement for travel, subsistence, and other necessary expenses incurred in the performance of their duties.
(e)The Center shall be located at or near Starkville, Mississippi, the location of Mississippi State University.
