Title 2 › Chapter CHAPTER 5— - LIBRARY OF CONGRESS › § 135b
The Librarian of Congress can work with public or nonprofit libraries, agencies, or groups to set up local or regional centers that loan books, recordings, playback equipment, musical scores, instructional texts, and other special materials. The centers will follow rules the Librarian sets. When lending these items, priority must always go to blind people and to other physically disabled persons who were honorably discharged from the Armed Forces of the United States. Congress can provide whatever money is needed to run the program.
