From fiscal year 1995 onward, money may be set aside each year to pay the Office’s expenses. Until the first such appropriation and for up to 12 months after January 23, 1995, the Office’s costs are paid half from House allowance funds and half from Senate allowance funds. The Executive Director may buy goods and make agreements with agency heads the same way agencies can under sections 1535 and 1536 of title 31. Except for covered employees, witnesses in hearings (not rulemaking) get the same fee and mileage as subpoenaed witnesses in U.S. courts. Covered employees who are summoned or assigned to testify officially or to produce records receive travel expenses under subchapter I and section 5751 of chapter 57 of title 5.
