Control of designing, installing, and maintaining security systems for the Library of Congress buildings and grounds moves from the Architect of the Capitol to the Capitol Police Board. The work is done under the direction of the named House and Senate committees and without regard to section 6101 of title 41, and any structural, mechanical, or architectural change needed for a security system must be approved by the Architect of the Capitol.
