Starting October 1, 1988, the Library of Congress is allowed to pay out money provided for the John C. Stennis Center, figure and pay basic salaries for all its staff, and give financial management and support the same way it does for the Office of Technology Assessment under section 142f. The Library may also take the full cost of those services from the Center’s funds under a services agreement ordered under 31 U.S.C. 1535 and 1536.
