The Librarian of Congress may temporarily accept money or securities offered as gifts when donor conditions need quick action, but only with approval under section 156. They must be recorded and handled under section 157. Securities cannot be invested; money must be put into U.S. interest‑bearing or U.S.‑guaranteed obligations.
