Summary

Registered lobbyists, groups that hire lobbyists, and employees listed as lobbyists must not give gifts or pay for travel for Members of Congress or congressional staff if they know the House or Senate rules would stop the official from accepting them. The rule applies to three kinds of people: lobbyists who are registered or must register under section 1603(a)(1) of this title; organizations that employ one or more lobbyists and are registered or must register under section 1603(a)(2) of this title; and employees listed or required to be listed as lobbyists by a registrant under section 1603(b)(6) or 1604(b)(2)(C) of this title.
