Each year the Comptroller General must check how well lobbyists, lobbying firms, and registrants follow the rules in this chapter. The check uses a random sample of public lobbying registrations and reports filed during the year. By April 1 each year, the Comptroller General must send Congress a report about the prior year. The report must say how well people followed the rules, include recommendations to improve compliance, and recommend what resources and powers the Department of Justice needs. The report must also assess compliance with section 1603(b)(3). To do this work, the Comptroller General can ask for relevant documents and written information from any person registered under section 1603(a)(1) or (2) and from employees listed as lobbyists under section 1603(b)(6) or 1604(b)(2)(C). If someone does not comply with a request within 45 days, the Comptroller General may inform Congress in writing.
