Require the Librarian of Congress to set rules for adding sound recordings to the National Recording Registry. The Librarian must create criteria and procedures, including a rule that a recording cannot be listed until 10 years after it was made; allow the public to recommend recordings to the National Recording Preservation Board; choose recordings that meet the rules; and publish each chosen recording’s name in the Federal Register.
