Title 2 › Chapter CHAPTER 27— - SOUND RECORDING PRESERVATION BY THE LIBRARY OF CONGRESS › Subchapter SUBCHAPTER III— - NATIONAL RECORDING PRESERVATION BOARD › § 1722
The Librarian must ask each of 17 named music, library, and media organizations (for example, NARAS, RIAA, ASCAP) to give a list of three people who can serve on the Board. The Librarian picks one person from each list and also picks an alternate from the same list. An alternate may attend Board meetings at Board expense when the main appointee cannot. The Librarian can also add up to five members-at-large and must pick an alternate for each of them. The Librarian picks one Board member to be Chair. Each Board member serves a 4-year term and may be reappointed any number of times. The Librarian can remove a member after proper notice if the member misses meetings (or fails to send an alternate) or seriously fails to do their duties. If a seat becomes vacant, the Librarian fills it the same way as the original appointment and the new member serves the rest of that term; the Librarian may use previously submitted candidate lists.
