On September 16, 1996, a program must be created to share as much information as possible among legislative branch agencies to help improve long-term technology planning and evaluation. The House Committee on House Oversight and the Senate Committee on Rules and Administration are asked to set up and oversee the program. The listed offices must take part and must report each year in their budget requests to the House and Senate Appropriations Committees. The offices named include Clerk of the House; Secretary of the Senate; Architect of the Capitol; Government Accountability Office (GAO); Government Publishing Office (GPO); Library of Congress; Congressional Research Service (CRS); Congressional Budget Office (CBO); House Chief Administrative Officer; and Senate Sergeant at Arms. "Technology" means computer hardware and software, computer-based systems and services, and telecommunications for voice, data, or images.
