The Architect of the Capitol must create a program to collect and sell recyclables from the Capitol buildings and grounds, under the same procedures used for agency surplus sales. The program does not cover materials already handled under sections 6516, 5540, or 2026 of this title, or any other authorized recycling program. A Treasury revolving fund will hold the sale proceeds and any appropriated money. The Architect may use those funds without fiscal year limits, but only after giving prior notice to the House and Senate Appropriations Committees, for the recycling program and for environmental and energy-saving activities. The rule starts in fiscal year 2009 and continues each year after.
