Creates a Treasury account for the Architect of the Capitol, "Capitol Police Buildings and Grounds." Money must pay for resilience and security work and for upkeep and security upgrades of Capitol Police facilities. The Architect may accept transfers from Legislative Branch offices if the proper Appropriations Committee approves: House for House, Senate for Senate, or both for other offices; transfers join the account. Transfers begin in FY2019. The account covers FY2002 and later; funds given before August 2, 2002 for FY2002 must be moved in.
