Creates the House Historic Buildings Revitalization Trust Fund in the U.S. Treasury for the Architect of the Capitol. The Architect can use the fund to revitalize major historic House buildings and assets, but cannot obligate any money from it without approval from the House Appropriations Committee. Money put into the fund remains available until spent. The rule applies beginning in fiscal year 2010 and each year after.
