Sets plain meanings for several words used in this part. "Capitol-flown flag" means a U.S. flag that was flown over the Capitol to honor a deceased person for whom it is requested. The words "chaplain," "firefighter," "law enforcement officer," "member of a rescue squad or ambulance crew," and "public agency" use the meanings in section 10284 of title 34. "Immediate family member" means a spouse, parent, brother, sister, child, someone who acted as a parent, or any other relative by blood or marriage. "Public safety officer" means a person serving a public agency as a law enforcement officer, firefighter, or chaplain, paid or unpaid. "Representative" also includes a Delegate or Resident Commissioner to Congress.
