Summary

Creates a General Counsel job inside the United States Capitol Police. The General Counsel must report to and serve at the pleasure of the Chief of the Capitol Police. The Chief must appoint the General Counsel after consulting the Capitol Police Board. The person must be chosen only for fitness for the job and not because of political party. The Chief sets the General Counsel’s annual pay, but it cannot be more than the Chief’s pay minus $1,000. This does not change the status of whoever was serving as General Counsel on March 4, 2010.
