Gives the Capitol Police Board and the Chief the only power to set pay and related amounts for Capitol Police members. That covers base pay (including on appointment), premium, specialty/proficiency and merit pay; pay adjustments (cost-of-living, comparability, locality); recruitment and relocation bonuses; retention allowances; and education-assistance payments. Those decisions cannot be reviewed or appealed. It does not change any review or approval power held by House or Senate committees or other legislative bodies, any pay amounts already set by law, or the terms of any collective bargaining agreement. It applies starting in fiscal year 2005 and every fiscal year after.
