Starting October 1, 1995, unspent money from certain Capitol security appropriations is moved into the Capitol Police’s general expenses account. That money will pay for designing and installing security systems for the Capitol buildings and grounds. The funds include unspent amounts listed in the Legislative Branch Appropriations Act, 1995, and the unspent balance from an improved security plan moved to the Architect of the Capitol in 1989. Also on October 1, 1995, responsibility for designing and installing those security systems moves from the Architect of the Capitol to the Capitol Police Board. The work must be done under the direction of the House Committee on Oversight and the Senate Committee on Rules and Administration, and the usual federal procurement rule at 41 U.S.C. 6101 does not apply. Any change to a building’s structure, mechanical, or architectural features for security must be approved by the Architect of the Capitol. All permanent staff in the Architect’s Electronics Engineering Division who worked on these security systems, as identified by the Architect, are transferred to the Capitol Police. Their accrued annual and sick leave transfers with them unchanged.
