Capitol Police officers may go outside the United States for official duty when the trip is tied to a Member of the House who holds a House leadership post — for example, when the officer is traveling with the Member or getting ready for the Member’s trip, including trips as part of a congressional delegation — and the House Sergeant at Arms approves the officer’s travel beforehand. A House leadership office means an office whose pay and expense money comes from the part of the yearly Legislative Branch spending bill set aside for House leaders. “Member of the House” also covers Delegates and Resident Commissioners. “United States” here means the states, the District of Columbia, and U.S. territories and possessions. The Sergeant at Arms must use money available for the Sergeant at Arms office to repay the Capitol Police for overtime, travel, and related costs for officers who travel under this rule. Those repayments go into the Capitol Police’s general expense or salary accounts and can be used in the fiscal year they are received and the next fiscal year. This rule applies starting in fiscal year 2017 and every fiscal year after.
