The Chief of the Capitol Police cannot send officers outside their legal area unless four congressional committees are told ahead of time about the expected costs and the Capitol Police Board approves. The rule does not apply for imminent threats, intelligence gathering, or protective services. It has applied since fiscal year 2005.
