Require that when a law says the President pro tempore of the Senate appoints someone to a commission, board, committee, advisory group, or similar body, the appointment must follow recommendations from Senate leaders. If the law calls for a member from the majority party, the Majority Leader recommends. If from the minority party, the Minority Leader recommends. If no party is specified, both leaders must agree. This rule applies to appointments made after December 22, 1980, for laws passed before, on, or after that date.
