People who work at the Senate Employee Child Care Center (called the Center) must be treated as employees under section 8901(1) of title 5 for health insurance under chapter 89 if they are employed on or after August 14, 1991. Workers at the Center on August 14, 1991 may choose coverage during the 31-day period beginning August 14, 1991. Workers hired after that may enroll during periods set by the Office of Personnel Management. The Center must take health insurance deductions from employees’ pay and keep records the Secretary of the Senate requires. After consulting the Secretary, the Center must withhold amounts set by section 8906 of title 5 and send them to the Secretary of the Senate to forward to the Office of Personnel Management. The Secretary of the Senate must pay the government share, computed under section 8906 of title 5, from the Senate’s contingent fund, “miscellaneous items.” The Office of Personnel Management may make rules to carry out these steps.
