Creates the United States Capitol Preservation Commission to make improvements, preserve, and buy items for the U.S. Capitol; to pick art and other things for display in the Capitol and at places Congress controls; and to do other work that helps those goals. The Commission is made up of members of Congress. The President pro tempore of the Senate and the Speaker of the House are co-chairs. It also includes the chair and vice chair of the Joint Committee on the Library; the chair and top minority member of the Senate Rules Committee and the chair and top minority member of the House Oversight Committee; the majority and minority leaders of both the Senate and the House; the chairmen of the Senate and House bicentennial commissions (or their successors); one Senator appointed by the President pro tempore and one Senator appointed by the Senate minority leader; and one House Member appointed by the Speaker and one House Member appointed by the House minority leader. Most listed members may name another Senator or Representative to serve in their place, except for the four appointed members. The Architect of the Capitol takes part but cannot vote. The Senate Commission on Art, the House Fine Arts Board, and the Architect of the Capitol must give staff help and support when the Commission asks.
