The Architect of the Capitol may make cooperative or no-cost agreements, with the Joint Committee on the Library’s direction, to help the United States Botanic Garden run or support educational exhibits, programs, classes, or outreach. These agreements can let a partner charge fees to cover supplies, honoraria, or related costs and can allow short-term concessions (for example, food or merchandise sales tied to the education). The rules in section 5104(c) of title 40 do not apply to these activities. These agreements cannot pay for building or improving real property. Applies to fiscal year 2015 and each year after. Qualified entities: National Fund for the United States Botanic Garden; any 501(c) tax-exempt organization the Architect finds shares compatible educational goals.
