Money in the Gift Shop Account can be spent at any time by the Architect of the Capitol when the Chief Executive Officer recommends it. It pays for running the gift shops — for things like supplies, stock, equipment, and other costs — and can repay other government accounts that paid gift shop staff salaries. If money is left after those uses, it can be used to run the Capitol Visitor Center after consulting the Senate Committee on Rules and Administration, the House Committee on House Administration, and the House and Senate Appropriations Committees. Money in the Miscellaneous Receipts Account can also be spent at any time by the Architect, when the Chief Executive Officer recommends it, to operate the Capitol Visitor Center after consulting the same committees.
