On the transfer date, the Capitol Guide Service becomes an office inside the Office. Its contracts, debts, records, property, appropriated money, other assets, and employees move to the Office. Any remaining appropriated funds move only if the House and Senate Appropriations Committees approve. The Guide Service will be managed by the Architect of the Capitol when the Chief Executive Officer recommends it, under the rules in this part. People who are non‑temporary employees when moved must follow the Architect’s authority. Their grade, pay, leave rate, and other benefits cannot be cut while they stay in the same job, except for cause. For two federal retirement rules (sections 8336(d) and 8414(b) of Title 5), a person who later leaves is treated as involuntarily separated if they have 25 years of service, or 20 years and are 50 years of age. This does not apply to items and workers of the Congressional Special Services Office that go to the Office of Congressional Accessibility Services under part B.
