The House Parliamentarian must begin a new compilation of the House’s parliamentary precedents, related materials, and an index at the start of the fifth fiscal year after the originals authorized by the Legislative Branch Appropriation Act, 1966 (Public Law 89–90) were finished, and then again at the start of every fifth fiscal year. The work must be finished by the end of the next fiscal year after it is started. The Parliamentarian decides page size, type, and layout. The number of copies and how they are distributed must follow any law passed before printing. With the Speaker’s okay, the Parliamentarian may hire clerical and other House employees and set their pay, and may use staff from the Library of Congress and the Government Publishing Office.
