The Parliamentarian must create and keep an up-to-date, shortened, cumulative book of the House’s parliamentary precedents and helpful summary material for each Congress, starting with the Ninety‑third Congress. The Parliamentarian must have it printed in whatever size and format he thinks best, give a printed copy to every Member of the House (including the Resident Commissioner from Puerto Rico), and may give out extra copies. To do this, the Parliamentarian may hire and pay staff and use staff from the Library of Congress and the Government Publishing Office.
