When a House employee moves into a higher HS pay level or their job is moved to a higher level, they must be paid at a step in that higher level. The pay is set by the first rule that fits: (1) the lowest step in the new level whose pay equals the pay two steps above the employee’s old step; (2) the lowest step in the new level that is at least two steps higher than their old pay; or (3) whichever is higher—the new level’s top step or the employee’s previous pay. The committee may make rules to pick the correct step the same way for employees under the House Wage Schedule (HWS).
