Requires that any pay-change recommendation sent to the President or to Congress must follow a few rules. Each recommendation must say the exact date the new pay would start. That start date cannot be earlier than January 1 of the second fiscal year that begins after the Commission’s review, and cannot be later than December 31 right after the fifth fiscal year that begins after that review. Pay rates for certain offices must be set equal in three groups: (1) the Speaker of the House, the Vice President, and the Chief Justice; (2) the majority and minority leaders of both chambers, the Senate’s President pro tempore, and all positions at Executive Schedule level I; and (3) Senators, Representatives (including the Resident Commissioner and Delegates), judges of U.S. district courts and the U.S. Court of International Trade, and all positions at Executive Schedule level II. The President may recommend different rates than the Commission recommended.
