You must file papers (like pleadings, motions, depositions, appendixes, and briefs) with the Clerk of the House in Washington, District of Columbia either by giving a copy to the Clerk or a staff member in that office, or by sending a copy by registered or certified mail to the Clerk. If a mailed copy is not actually received, you must file another copy within a reasonable time and send any extra copies the committee’s rules require at the same time. The Clerk must promptly send all papers he receives to the committee.
