The President must pick two people (nominated and confirmed by the Senate) within 30 days after December 23, 2022: one to be the main contact for urgent, operational cybersecurity threats and vulnerabilities, and one to be the main contact for urgent, operational counterintelligence. Those two must work with executive branch agencies and, within 90 days after December 23, 2022, make one or more written information-sharing agreements with four congressional offices (the Senate Sergeant at Arms and Doorkeeper for cybersecurity, the Secretary of the Senate for counterintelligence, the House Chief Administrative Officer for cybersecurity, and the House Sergeant at Arms for counterintelligence). Those agreements need the listed congressional approvals and consultations, and they must set procedures so the legislative branch gets timely tactical and operational cyber threat information and notice of planned or ongoing counterintelligence operations or targeted collection efforts. The President’s contacts must meet with the named congressional officers and specified committee leaders at least twice a year for three years starting on December 23, 2022, to check that the agreements follow the law. The agreements must include things like quick sharing of technical cyber indicators and context, quick sharing of counterintelligence threats and trends, naming of the officials who run the day-to-day work, and allowing House or Senate cybersecurity staff to sit in executive branch cybersecurity operations centers, plus any other items the parties agree on. Definitions: congressional leadership — the specific Senate and House leaders named in the law; cybersecurity threat and security vulnerability — have the meanings given in section 650 of title 6.
