When a committee has costs paid from the Senate contingent fund and the committee chairman approves them, the Secretary may advance money to the chairman. Government accountants will accept the chairman’s receipt as proof for expenses that do not involve personal services, but the chairman must provide detailed receipts to the Secretary as soon as possible.
