Starting in fiscal year 1983 and every year after, the Treasury must provide the money needed each year to pay Members of Congress and related administrative costs, at levels the law allows and at the President’s recommended federal pay rate for that year; these payments replace any unpaid prior amounts. "Member" means Senators, Representatives, the Resident Commissioner (Puerto Rico), Delegates from DC, Guam, the Virgin Islands, American Samoa, and the Vice President.
