Lets the Senate Financial Clerk take payment from someone paid by the Secretary of the Senate to cover pay for annual leave they used but had not earned, if their employing office head certifies it. The Clerk may withhold that amount from any payment to the person, and the money is deposited into the Treasury’s general fund as miscellaneous receipts. The "head of the employing office" is the person with final authority to hire, fire, and set employment terms. This applies to fiscal year 1996 and each fiscal year thereafter.
