Money cannot be paid from certain House accounts unless the House Committee on Oversight approves it. Those accounts cover pay and expenses for most House committees (not the Appropriations Committee), the House computer support office, and allowances and expenses for Members, officers, and administrative/support offices. When the Committee approves a payment request the way it requires, that payment is final and must be accepted by all government departments and officers. A "Member of the House" means a Representative, a Delegate, or a Resident Commissioner to Congress.
