Under section 5511, money left in expired House appropriations must be available to the House for two things. First, to pay a death gratuity that a law specifically provides when a House employee dies, even if the payment happens in a later fiscal year. Second, to put into the account created by section 5508 to fund House payments to the Employees’ Compensation Fund (section 8147 of title 5) and to reimburse the Secretary of Labor for unemployment payments for former House employees. This rule covers funds appropriated or otherwise made available in fiscal year 2020 and each succeeding fiscal year.
