If the Majority or Minority Whip of the Senate sends a written request, the Secretary of the Senate must move money during any fiscal year from the funds set aside for the whips’ salaries and offices into the Senate’s contingent fund for miscellaneous items. Each whip can use that money to pay necessary or appropriate expenses. Those costs are paid from the moved funds and must have vouchers the whip approves. The Secretary may also advance money up front to cover these expenses.
