Summary

If the Majority or Minority Whip of the Senate sends a written request, the Secretary of the Senate must move money during any fiscal year from the funds set aside for the whips’ salaries and offices into the Senate’s contingent fund for miscellaneous items. Each whip can use that money to pay necessary or appropriate expenses. Those costs are paid from the moved funds and must have vouchers the whip approves. The Secretary may also advance money up front to cover these expenses.

(a)Upon the written request of the Majority or Minority Whip of the Senate, the Secretary of the Senate shall transfer during any fiscal year, from the appropriations account appropriated under the headings “Salaries, Officers and Employees” and “offices of the majority and minority whips”, such amount as either whip shall specify to the appropriations account, within the contingent fund of the Senate, “miscellaneous items”.
(b)The Majority and Minority Whips of the Senate are each authorized to incur such expenses as may be necessary or appropriate. Expenses incurred by either such whip shall be paid from the amount transferred pursuant to subsection (a) by such whip and upon vouchers approved by such whip.
(c)The Secretary of the Senate is authorized to advance such sums as may be necessary to defray expenses incurred in carrying out subsections (a) and (b).
