The chair of the House or Senate Budget Committee can change the budget totals for new budget authority and the spending they cause when a bill, amendment, or conference report is reported or offered. Those changes must match the amounts required under section 901(b). The changes apply while the measure is being considered, take effect if the measure is enacted, and must be printed in the Congressional Record as soon as possible. After those changes, the Appropriations Committees may update their suballocations under section 633(b). In the House, if a measure includes a provision labeled as an emergency under section 901(b)(2)(A) that creates budget authority, spending, or lowers revenue, the Budget Committee chair must not count that provision’s budget effects for enforcement. A move to remove that emergency label is ignored for budget scoring, and an amendment that removes the label and cuts other nonrequired amounts may be offered at any time. In the Senate, a point of order against an emergency label will strike it from the measure and stop it from being offered again unless three-fifths of Senators vote to waive the rule; appeals are limited to one hour, split equally, and require three-fifths to succeed. Neither House may consider any measure that would exceed the discretionary spending limits in section 901. If an appropriations bill for fiscal year 2022, 2023, 2024, 2025, 2026, or 2027 provides grants under 42 U.S.C. 506, the Budget Committee chair must adjust the discretionary limits, the Appropriations Committee allocations under section 633(a), and the budget aggregates to reflect any additional new budget authority and resulting outlays. These adjusted numbers become the official limits for enforcement. The increases cannot exceed $133,000,000 for 2022; $258,000,000 for 2023; $433,000,000 for 2024; $533,000,000 for 2025; $608,000,000 for 2026; and $633,000,000 for 2027. “Additional new budget authority” means the amount in a year over $117,000,000 in an appropriation or conference report that is labeled to pay grants to States under 42 U.S.C. 506. After such an adjustment, the Appropriations Committees may report revised suballocations under section 633(b).
