Under rules set by the Senate Committee on Rules and Administration, the Secretary of the Senate and the Sergeant at Arms may hire temporary help from private companies. Each hire may last no more than 30 days, and while working, those people are not employees of the United States and are not treated as such for any purpose. The rule took effect on October 1, 2001, and applies in fiscal year 2002 and each fiscal year after.
