Starting October 1, 1983, the Senate must create two separate accounts inside its contingent fund: one for the Secretary of the Senate and one for the Sergeant at Arms and Doorkeeper of the Senate. The old “Automobiles and Maintenance” account is ended, and money for buying, leasing, fixing, and running Senate vehicles moves into the Sergeant at Arms account. The old “Postage Stamps” account is ended too. Special delivery postage for the Secretary goes into the Secretary account, special delivery postage for the Sergeant at Arms goes into that account, and postage for the Majority and Minority Secretaries and other authorized offices goes into the “Miscellaneous Items” account. Any law or Senate resolution made before October 1, 1983, that let the contingent fund pay for the Secretary’s or the Sergeant at Arms’ expenses can be read to allow those payments from the new separate accounts after that date.
