Creates a special Senate account to pay certain top Senate officers for work expenses. Each fiscal year starting with the year ending September 30, 1981, up to $6,000 can be reimbursed for each listed officer. Reimbursements must be for actual expenses and paid only after the officer gives written proof and certifies the costs. Those payments must not be reported as income and must not be allowed as a tax deduction under title 26. For the year ending September 30, 1981 and the next year, the Secretary of the Senate must transfer $8,000 each year into this account from the contingent fund’s “Miscellaneous Items.” For the year ending September 30, 1983 and every year after, Congress may appropriate whatever money is needed to follow these rules.
