Creates a special account called the Sergeant at Arms Fellowships Fund under "Contingent Expenses of the Senate" to pay for and run two Senate fellowship programs. It defines key words: "appropriate committees" means the Senate Appropriations Committee and the Senate Rules and Administration Committee; "Fellowships Programs" means the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program (the Green and Gold Congressional Aide Program) under Senate Resolution 442 (117th Congress), agreed to November 4, 2021, and the McCain-Mansfield Fellowship Program under Senate Resolution 443 (117th Congress), or any successor program; "Fund" means the Sergeant at Arms Fellowships Fund; "Sergeant at Arms" means the Sergeant at Arms and Doorkeeper of the Senate. Money in the Fund may be used to pay fellows and to run the programs. Agency contribution payments must come from the Senate's "Salaries, Officers and Employees" account. The Sergeant at Arms must give the two committees a plan for using the Fund before spending any money, update the plan if it changes, and send yearly reports on costs paid from the Fund. Congress may appropriate whatever sums are needed starting in fiscal year 2023 and each year after. Payments to fellows do not count toward any staff limits for the Office of the Sergeant at Arms.
