When the Secretary of the Senate dies, resigns, or cannot do the job, the Assistant Secretary must step in and act as Secretary until a new Secretary is chosen and qualified or the Secretary can return. The Secretary is only considered unable to work if the Majority and Minority Leaders and the President pro tempore together tell the Senate. For other absences, the Secretary can give a written designation for the Assistant Secretary to act; the Secretary can revoke it anytime, and it ends if the Secretary dies, resigns, or is declared unable to work.
