Creates a revolving fund in the U.S. Treasury called the "Senate Office of Public Records Revolving Fund." All money the Office of Public Records gets from fees and charges on or after October 1, 1989 must go into that fund. The money can be spent in any year by the Secretary of the Senate to run the office, including supplies, equipment, and other costs. Payments must be made on vouchers the Secretary approves. The Secretary can make rules to run the fund. To start the fund, the Secretary may transfer up to $30,000 from fiscal year 1990 "Miscellaneous Items" in the Senate contingent fund.
